Description	Seventy three officials and employees in four rows outside the Consulate in Hei Ho Zhen -- possibly at the back or side entrance. Inset calligraphic title: to celebrate Mr. He's birthday -- in the Lunar Year Fifty Two. Photo was taken on an overcast, cold day in winter. Roy Maxwell Talbot is seated second row, just left of the principal general.
