Description	A system of camp governance was organized at Amache. The Amache Community Council consisted of an elected representative from each block. The representatives elected a five member executive council. Elections were held every six months. Each block also had a "block manager" who spoke Japanese and served as an intermediary for the WRA administration. WRA Project Director at Amache, James G. Lindley, outlined the four objectives of the center: 1) temporary housing and subsistence, 2) an orderly community in which to live, 3) education and training for youth and adults and 4) relocation. The purpose of the Amache Council was to facilitate the realization of the objectives. The council responsibilities included the formulation of ordinances governing community life within Amache and hearing cases involving violations of those regulations.
